Applications for 5th round of demand-led redevelopment project (pilot scheme) open today
The Urban Renewal Authority (URA) is inviting applications for the fifth round of projects under its demand-led redevelopment project (pilot scheme) starting from today (Thursday). The application period has been extended to three months until 18 May 2016. The fifth round of demand-led application would have the following application requirements: Joint application by owners of not less than 80% of the undivided shares of each lot of an applicant site. If an owner owns not less than 20% of the undivided shares in any lot, he/she must be among the applicants; All buildings within the site are classified as "poor" or "varied"; and The total area(s) of the lot(s) in the site should be no less than 700 square metres. Application opens for 5th round of demand-led redevelopment project (pilot scheme) next month
The Urban Renewal Authority (URA) today (Thursday) announced that application for the fifth round of projects under its demand-led redevelopment project (pilot scheme) will be open for three months starting 18 February until 18 May 2016. The URA aims to select suitable project(s) from this round for implementation within its 2016/17 financial year. Speaking at a media briefing today, Director (Planning and Design) of the URA, Mr Michael Ma, said: "The URA will accept applications for the fifth round next month and extend the application period to three months so as to allow interested property owners more time to make preparation for the application. More than 12,680 applications received for URA’s Subsidised Sale Flat Scheme Units at Kai Tak development
The Urban Renewal Authority (URA) has received more than 12,680 applications for its Subsidised Sale Flat (SSF) Scheme Units at its Kai Tak development, among which about 65% are single person applicants. All applications are being processed by the Hong Kong Housing Society (HKHS) as commissioned by the URA. The Authority will conduct the computer balloting process in early March to determine the sequence for flat selection after which the HKHS will carry out the screening process. The URA will invite eligible applicants for flat selection according to the order of priority determined by the computer balloting in early May. New World Development Company Limited wins development contract of URA’s Kowloon City Road/Sheung Heung Road Project in Ma Tau Kok
The Urban Renewal Authority (URA) today (Tuesday) announced that Rosy Page Limited, a wholly-owned subsidiary of New World Development Company Limited, has won the contract for the development of Kowloon City Road/Sheung Heung Road Project in Ma Tau Kok. The URA earlier invited a number of pre-qualified property developers to submit a tender for the project. The URA received a total of eight tender offers when the tender closed. After careful deliberation, the URA Board considered that the tender offer made by New World Development Company Limited has met the tender requirements of the project and thus decided to award the development contract to New World Development Company Limited. With regard to the water samples collected arbitrarily by a newspaper from two residential units (Flat 15B at H2 and Flat 2E at L1) at the Kai Tak development of the Urban Renewal Authority (URA) which purported to show lead content near or above the acceptable level, the URA has commissioned an accredited laboratory to collect water samples from the two concerned residential units on 18 January 2016 for water sampling test in accordance to the procedures set out by the Water Supplies Department (WSD) in order to address public concerns. The water samples were collected and tested by the same accredited laboratory previously commissioned by the URA. URA’s Ash Street Demand-led Redevelopment Project: Authorisation by the Secretary for Development
The Secretary for Development (SDEV) has authorised the Urban Renewal Authority (URA) to proceed with a demand-led redevelopment project at Nos. 5 - 13 Ash Street (odd number) in Tai Kok Tsui, which was published in the Gazette today (Friday). The project was implemented by way of a development project in accordance with the Urban Renewal Authority Ordinance (URAO). The project was commenced on 29 May 2015, followed by a two-month publication period during which no objection was received. The URA had submitted the project to SDEV for consideration on 27 October 2015 in accordance with the URAO. 就有傳媒今天（星期五）跟進查詢「煥然壹居」的水樣本測試事宜，市區重建局（市建局）發言人有以下回應： 項目的水務工程承建商於2015年11月委託認可實驗所，按水務監督代表在「煥然壹居」所選擇的位置收集了32個水樣本進行測試。所有測試程序是依據水務署第 5/2015 號水務通函 所列之標準，以及 ISO 5667第五部分所制定的指引進行，包括取樣程序、樣本瓶及瓶蓋之預先沖洗及烘乾、取樣本地點之環境等。 認可實驗所的人員在收集32個水樣本時，依照 ISO 5667第五部分的「取樣方法」的所有步驟，包括移除水龍頭上的沙隔及讓水沖洗喉管2至5分鐘。以上程序必須由認可實驗所之人員於現場收集，以確保所有水樣本符合抽取、儲存及運送過程的標準並不受污染，及後在認可實驗所作相關之測試。測試結果顯示所有32個水樣本的含鉛量均少於一微克，遠低於水務署通函第 1/2015 號所列之10微克標準，相關報吿已提交水務署作審批及記錄，而「煥然壹居」已於2015年11月23日獲得水務署發出的供水證明書。 就日前有報章在「煥然壹居」抽取水樣本進行測試，從該報章上載的網上片段，本局留意到該報章自行在示範單位內開水龍頭放水約一分鐘後抽取水樣本，有關做法並不符合水務通函內要求所有水樣本必須由認可實驗所之人員在現場收集；亦沒有嚴格遵照ISO 5667第五部分之取樣本程序的要求，在取樣本之前移除水龍頭上的沙隔和讓水沖洗喉管2至5分鐘。因此，有關水樣本有可能受到污染，以致其可靠性受到質疑。 雖然如此，本局會以謹慎的態度去跟進有關事宜。本局將會委託認可實驗所在該報章所指水樣本含鉛量超標或接近標準上限的兩個單位（即H2座15B及L1座2E）內抽取水樣本化驗，以釋公眾疑慮。 市建局一直非常重視「煥然壹居」的食水檢驗。本局重申，「煥然壹居」之焊料是採用不含鉛之銀焊接駁，而水務署在整個項目共檢驗了33個水喉相

就有報章在煥然壹居抽取水樣本進行測試，市區重建局（市建局）發言人有以下聲明： 根據現時水務署有關的水務通函，抽取檢驗水樣本測試之位置須由水務監督代表選擇，其測試之一切程序，包括取樣程序、樣本瓶及瓶蓋之預先沖洗及烘乾、取樣本地點之環境等，亦有嚴格的規定。 任何測試供水系統設備的程序，均必須嚴格地遵從水務署有關的水務通函的要求，以及由專業認可實驗所人員於現場進行。其他人士如非按現時相關的水務通函自行隨意在示範單位內進行取水樣本，其水樣本的可靠性將會受質疑。 我們必須重申，市建局一直非常重視煥然壹居的食水檢驗。煥然壹居於2015年11月23日獲得水務署發出的供水證明書。 水務署是根據水務條例及有關的水務通函，檢查煥然壹居的一切水務工程、物料及系統，證明一切水務工程符合水務條例之相關標準。本局重申，煥然壹居之焊料是採用不含鉛之銀焊接駁，而水務署在整個項目共檢驗了33個水喉相關焊接位，並沒有發現含鉛焊物。而煥然壹居之大廈外牆預製組件內並沒有內藏水喉。 另外，水務工程承建商亦委託認可實驗所，按水務監督代表在煥然壹居所選擇的位置收集了32個水樣本，以檢查及證明水質合乎標準。有關測試之水樣本是根據 ISO 5667第五部分所制定的指引進行，包括： 水樣本取樣程序，包括取樣本地點之環境狀況及沖水喉管的方法等； 樣本瓶沖洗程序，包括沖洗及烘乾樣本瓶及瓶蓋等。 以上程序必須由認可實驗所之人員於現場收集，以確保所有水樣本在抽取、儲存及運送過程中不受污染，及後在認可實驗所作相關之測試。上述32個水樣本測試結果顯示所有水樣本的含鉛量均少於一微克，符合水務署通函第 2/2012 及 1/2015 號所列之標準，而相關報吿已提交水務署作為審批及記錄。 就有傳媒在煥然壹居的四座大厦提取的4個水樣本，聲稱有一個樣本在H2樓座單位內含鉛量為13微克。但根據本局之記錄，在H2樓

8 Tenders Received for URA’s Kowloon City Road/Sheung Heung Road Project in Ma Tau Kok
The Urban Renewal Authority (URA) today (Tuesday) announced that a total of eight tender offers have been received for Kowloon City Road/Sheung Heung Road Project in Ma Tau Kok. A tender review panel will consider the tenders received and make recommendation to the URA Board for a decision on the award of a development agreement. Earlier, the URA invited 29 property developers to tender for the project after their submissions of expression of interest. The project site covers an area of about 1,384 square metres. Upon completion, it is planned to provide about 216 residential units with a total residential gross floor area of about 10,380 square metres and 2,076 square metres of commercial gross floor area. URA’s Subsidised Sale Flat Scheme Units at Kai Tak development open for application
The Subsidised Sale Flat (SSF) Scheme of the Urban Renewal Authority (URA), a self-developed project at Kai Tak, is now open to eligible persons for application starting tomorrow (5 January 2016). Application will be closed on 21 January 2016. In compliance with the Residential Properties (First-hand Sales) Ordinance, the URA uploaded the sales brochure and the price list for the SSF Scheme to the Kai Tak development website and the Sales of First-hand Residential Properties Electronic Platform on 9 December 2015 and 4 January 2016 respectively.
