Code of Conduct of Suppliers/ Contractors/ Consultants/ Service Providers
The Code of Conduct (“COC”) provides a framework for URA’s suppliers/ contractors/ consultants/ service providers (collectively known as “Suppliers”).
All Suppliers are required to comply with the COC when working with URA. Suppliers should communicate with their employees and sub-contractors (if any) for compliance with this COC.
URA reserves the rights to conduct compliance audit with Suppliers on the COC. Any violation of this COC shall be considered a material breach of the contract by the Supplier.
The Suppliers shall:
- comply with all applicable laws and regulations in Hong Kong;
- bid the URA’s projects under open and fair competition and shall strictly observe the provisions of the Competition Ordinance (Cap.619);
- prepare the tenders for the URA’s projects without any agreement, arrangement, communication, understanding, promise or undertaking with any other person, including regarding price, tender submission procedure or any terms of the tender document;
- not offer or accept any bribes or other improper advantages for providing the services for the URA;
- not employ child or forced labour;
- not discriminate on the basis of gender, race, national origin, age, marital status, maternal status, sexual orientation, religion or disability;
- maintain occupational health and safety policies so as to ensure good health and safety of their employees; and
- ensure its suppliers, subcontractors and other business partners in the supply chain follow this code of practice.
