The URA has launched a total of six redevelopment projects in the To Kwa Wan district since March 2016 under the “district-based” approach, involving more than 3,000 households.  The URA can only process the compensation and rehousing matters for affected owners and tenants upon the approval of these projects which may take about nine months or even more than a year.  With the understanding that during this long waiting period, the affected residents are likely to experience doubts and worries, the URA has implemented a “Project Engagement” Programme since October 2016 in addition to the usual residents’ briefings.

A special team of about 60 staff members has taken the initiative to visit every household and business operator affected by these To Kwa Wan projects day and night to explain to them the policies in details, helping them understand the latest progress, compensation and rehousing arrangements, and timeline of the projects.  Specific explanations have been offered to the households according to their circumstances, such as the need to clarify unclear titles as soon as possible.  The team also made follow-up visits to the households with special needs, and referred them to social service teams or the relevant departments for assistance as needed.  Simple and easy-to-understand leaflets, in Chinese, English and Urdu languages with the latter one targeting the ethnic minorities, were produced to explain the compensation and rehousing arrangements as well as help them understand their interests.

During the Project Engagement Programme period, the service hours of our Neighbourhood Centre in Kowloon City has also been extended to 8 pm on weekdays to facilitate residents who need to look for URA staff for follow-up actions on their cases after work or during their time off.
