URA’s Queen’s Road West / Kwai Heung Street Development Project Authorised by the Secretary for Development

The Secretary for Development (SDEV) has authorised the Urban Renewal Authority (URA) to proceed with the Queen’s Road West / Kwai Heung Street Development Project (the Project) in the Central and Western district.  A Gazette notice of this development project under the Urban Renewal Authority Ordinance (URAO) was published today (15 September 2023).

During the two-month publication period after the commencement of the Project on 2 December 2022, the URA received submissions of general comments and objections which were considered in accordance with the provisions of the URAO.  The URA then submitted its deliberations on the objections to the SDEV on 28 April 2023.  After carefully considering the URA’s submission, the unwithdrawn objections, the URA’s related deliberations as well as the assessment on the likely effect of the Project, the SDEV made the decision to authorise the Project.

Pursuant to the URAO, any objector to the Project who is aggrieved by the decision of the SDEV may lodge an appeal with the Secretary of the Appeal Board panel, with a copy to the SDEV on or before 16 October 2023.  Information about the notice of appeal can be found on and downloaded from the webpage of the “Appeal Board under the Urban Renewal Authority Ordinance” (https://www.uraoabp.gov.hk/en/general_info/index.html). After all appeal procedures are concluded according to the URAO, the URA will issue acquisition offers to property owners of the Project, and ex-gratia allowance(s) or rehousing arrangement will be provided to eligible tenants.

The Project, which covers a site area of about 1,300 square metres, will be redeveloped to provide about 8,950 square metres of residential gross floor area comprising around 180 units.  The Project will work in tandem with URA’s adjoining Sung Hing Lane / Kwai Heung Street Development Project.  Once they are completed, the open spaces in the two projects will be integrated with Sung Hing Lane Children’s Playground to create a unified green space of about 1,000 square metres for public enjoyment.  Pedestrian connectivity will also be improved to benefit the community.

A site plan delineating the boundary of the Project together with a general description of the Project is available for public inspection at:

  • the URA’s Headquarters (26/F, COSCO Tower, 183 Queen’s Road Central, Hong Kong); and
  • the Central & Western Home Affairs Enquiry Centre (G/F, Harbour Building, 38 Pier Road, Central, Hong Kong).
