Invitation to Tender for URA’s Kwun Tong Town Centre Development Areas 4 & 5 Project
The Urban Renewal Authority (URA) today (16 November 2022) invites a total of 19 developers / consortia to tender for the development of the Kwun Tong Town Centre Development Areas 4 & 5 Project (the Project).
The URA will provide the relevant tender documents to the invited developers / consortia, based on which they can submit tenders for the development of the Project. All tender submissions should reach the URA Headquarters at 27/F COSCO Tower, 183 Queen’s Road Central, by 12:00 noon on 11 January 2023 (Wednesday). Any submission of the tender received after the specified closing time mentioned above will not be accepted.
The tender review panel will consider the tenders received and then make a recommendation to the URA Board for its decision on the award of the development of the Project.
The Kwun Tong Town Centre Project is the URA’s largest single redevelopment project ever, with a phased redevelopment of five areas. The Project, being the last phase of the redevelopment, covers a site area of 25,595 square metres. It is planned to provide a maximum total gross floor area (GFA) of 201,220 square metres upon completion.
The Project will be a signature development in Kowloon East with a building complex providing Government facilities and commercial development to enhance the livelihood and economic vitality for the community, and become a civic hub and gateway for the Kwun Tong town centre.
Under the planning objective of the master layout plan of the Kwun Tong Town Centre Project, the Project will bring environmental improvements, rationalise the existing road network and transport facilities through re-planning and restructuring of land uses, and enhance pedestrian connectivity between the Project and the surrounding areas including the recently completed Development Areas 2 & 3. Government, Institution and Community facilities as well as large-scale open space will also be provided in the Project for public enjoyment.
In view of the uncertainties caused by the ongoing pandemic and the latest market conditions, the URA implements in this tender a pilot arrangement of “floating planning parameters” which was approved by the Town Planning Board in September 2022. Under the “floating planning parameters” arrangement, the successful developer / consortium will have the flexibility to determine the actual GFA for office, hotel and other commercial uses [1] for the commercial portion within specified ranges while keeping the total GFA unchanged and providing a minimum of 65,000 square metres of commercial GFA at lower levels of the development.
The successful developer / consortium will be required to construct the new development in compliance with the building design, standard and quality requirements, the environmentally sustainable provisions and smart provisions as set out in the development agreement of the Project with the aim of creating a quality living environment in Kowloon East.
