36 Expressions of Interest received for URA’s Bailey Street / Wing Kwong Street Development Project
The Urban Renewal Authority (URA) received a total of 36 Expressions of Interest for the development of the Bailey Street / Wing Kwong Street Development Project (the Project) in To Kwa Wan when the invitation for submission closed today (25 June 2021).
A tender review panel under the URA Board will shortlist the qualified developers from the submissions, taking into consideration their development experience and financial capability to undertake the development in accordance with the shortlisting criteria set by the tender review panel. Based on the principal tender terms approved by the URA Board, shortlisted developers will be invited to submit tenders for the development of the Project.
The Project, which covers a site area of 7,406 square metres, was commenced in March 2016. Upon completion, it will provide a maximum total gross floor area of 66,654 square metres.
The successful developer will be required to construct the new development in compliance with the requirements of the master design control of To Kwa Wan district in Kowloon City as set out in the development agreement (the Agreement) of the Project with an overall aim to create synergy with adjoining development projects of the URA by enhancing walkability and connectivity within the district, and enhance the livability of the district by adopting place-making and smart initiatives.
The URA has commenced eight connecting projects, including this Project, in To Kwa Wan district in Kowloon City under the district-based approach. All new development of these projects will have to comply with the requirements of the master design control in a bid to create synergy with adjoining URA’s projects even though the development contract of these projects will be awarded in different times.
The requirements of the district-based master design control include:
- Improving connectivity with major district nodes, including To Kwa Wan MTR station, Hoi Sham Park, and other public facilities with a better-restructured pedestrian network;
- Enhancing street vibrancy with distinctive design character by specifying building frontage and landscape design along the pedestrian streets;
- Improving air ventilation by specifying podium setback and tower separation among the development projects within the district to create a more liveable environment;
- Creating various urban spaces to serve as a community gathering point for the district, coupled with place-making initiatives to cultivate a distinctive district precinct;
- Adopting more smart building and facility management initiatives (e.g. 5G network) to create a smart community.
In addition, the new development must comply with the standard and quality requirements, the environmentally sustainable provisions and smart provisions set out in the Agreement.
