Deadline for submission of second round application for Lift Modernisation Subsidy Scheme extends to 30 September

The Urban Renewal Authority (URA) announces today (22 June 2020) that in view of the impact of the COVID-19 pandemic on convening owners’ meetings, the deadline for submission of the second round of Lift Modernisation Subsidy Scheme (LIMSS) will be extended from 30 June 2020 to 30 September 2020, allowing sufficient time for building owners to deliberate and resolve on making the application.   

To promote lift modernisation and to enhance the safety level of aged lifts, the Government launched the LIMSS in 2019 in partnership with the URA to provide financial assistance and professional support to encourage building owners in need to expedite the planning and implementation of lift modernisation works.

The first round of application for the LIMSS ran from 29 March 2019 to 1 August 2019 with applications involving around 5,000 lifts.  After prioritisation of eligible cases based on risk assessment, some 1,400 lifts have been included in the first round of LIMSS.  The URA has arranged case officers to assist the respective applicants in organising and conducting lift modernisation works; and provision of free consultancy service to assist the owners in budget estimation of works, preparation of tender documents, tendering for contractors through electronic platform, management of works contract etc.

The second round of LIMSS was opened for application starting from 6 January 2020, allowing representatives of owners organisations who were unable to make an application in time for the first round of LIMSS to apply for the subsidy.  In consideration of the impact of COVID-19 pandemic on building owners in convening owners’ meeting for the resolution of application for the LIMSS, the URA has decided to extend the deadline for submission of application to 30 September 2020 to allow sufficient time for representatives of owners organisations who are interested in applying for LIMSS to submit their applications.

The application form and guidance notes of the second round of LIMSS can be downloaded from the website of the Building Rehabilitation Platform (http://www.brplatform.org.hk/).  The second round of LIMSS applications will be prioritised on a risk-based mechanism, and the URA will notify all applicants of the prioritisation results in early 2021.
