URA’s Sung Hing Lane/Kwai Heung Street project: Authorisation by the Secretary for Development
The Secretary for Development (SDEV) has authorised the Urban Renewal Authority (URA) to proceed with the Sung Hing Lane/Kwai Heung Street redevelopment project in the Central and Western District, which is published in the Gazette today (Friday).
The project was implemented by way of a development project in accordance with the Urban Renewal Authority Ordinance (URAO) and was commenced on 28 July 2017, followed by a two-month publication period, during which written objections were received. The URA had deliberated on the objections and submitted the project to SDEV for consideration on 12 December 2017 in accordance with the URAO. SDEV has duly considered the URA’s submission, the unwithdrawn objections and comments, URA’s deliberations on the objections as well as URA’s assessment on the likely effect of the project.
Pursuant to the URAO, any objector to the project who is aggrieved by the decision of SDEV to authorise the project may appeal on or before 23 April 2018 by lodging a notice of appeal with the Secretary to the Appeal Board Panel, with a copy to SDEV. Information about the notice of appeal can be found and downloaded on the webpage of the “Appeal Board Panel under the Urban Renewal Authority Ordinance” (http://www.devb.gov.hk/uraoabp/en/general_info/index.html). The URA will only issue acquisition offers to owners of domestic and non-domestic property interests when there are no notices of appeal filed within the appeal period, or after the dismissal of all appeal(s), if any. Also, the URA will only make ex-gratia payment or rehousing arrangement for the eligible domestic tenants after completion of acquisition of the properties concerned.
The project occupies a gross site area of about 1,120 square metres, covering 14 street numbers of buildings completed between 1959 and 1978. Subject to change, the URA’s current proposal is to redevelop the site to provide about 8,300 square metres of residential floor area and some 400 square metres of commercial/retail floor area. The project is tentatively scheduled for completion by 2026/2027.
