Latest design of Kwun Tong Town Centre Project generally accepted by Kwun Tong District Council

The Urban Renewal Authority (URA) today (Tuesday) thanked the Kwun Tong District Council for offering its valuable opinions and suggestions to the Kwun Tong Town Centre Redevelopment Project, and generally accepting the latest design proposed by the URA at the District Council meeting today. 

The URA submitted a planning application to the Town Planning Board (TPB) earlier, proposing to separate Development Areas 4 and 5 of the Project for development in stages, with a view to achieving the community benefits brought about by the redevelopment of Development Area 4 as early as possible. During the consultation period of TPB, the URA received views from different stakeholders and decided to advance the detailed design work of the Project and commence the related technical feasibility assessments.  The URA also made a request to TPB for deferral of deliberation on the URA’s planning application. 

Today, the URA introduced and presented the overall design direction and latest design of Development Areas 4 and 5 to the Kwun Tong District Council to seek views from district councillors.  The latest design has maintained the essence of the original design, which include the egg-shaped landmark architecture, terrace-garden landscape design with water features, and the stepped podium roof in the building design of Development Area 5. 

In addition, the latest design has further improved the connectivity and functionality of the public space.  A covered mini-piazza will be provided under the egg-shaped landmark architecture which will further connect to the curved Civic Square for public enjoyment all year round.  Comparing to the 2008 proposal, the proportion of open space and greening has been increased, with public open space and greening area of the project exceeding 10,000 square metres.  To strengthen the connectivity of the area, the latest design will provide a footbridge to connect the town centre with nearby areas, broaden a podium to link up with Kwun Tong MTR station, Development Area 4 and Yue Man Square Rest Garden, with a view to coping with the need of growing pedestrian flow, and enhancing the overall connectivity and accessibility of the district. 

Managing Director of the URA, Ir Wai Chi-sing, said the latest design has incorporated public aspirations on the detailed design of the project and maintained the essence of the original design.  It also strengthens pedestrian connectivity, enables a wider variety of uses for the facilities and enhances the traffic network. 

The URA will submit the updated information of the planning application to the TPB for consideration within December 2017.  It also commits to continuing a close communication with the District Council and other stakeholders to exchange views and report on the detailed design timely.
