URA’s Hung Fook Street/Kai Ming Street project: Authorisation by the Secretary for Development
The Secretary for Development (SDEV) has authorised the Urban Renewal Authority (URA) to proceed with the Hung Fook Street/Kai Ming Street redevelopment project in Kowloon City, which was published in the Gazette today (Friday).
The project was implemented by way of a development project in accordance with the Urban Renewal Authority Ordinance (URAO). The project was commenced on 3 June 2016, followed by a two-month publication period, during which written objections were received. The URA had deliberated on the objections and submitted the project to SDEV for consideration on 1 November 2016 in accordance with the URAO.
Pursuant to the URAO, any objector to the project who is aggrieved by the decision of SDEV to authorise the project may appeal on or before 3 April 2017 by lodging a notice of appeal with the Secretary to the Appeal Board panel, with a copy to SDEV. The URA will only issue acquisition offers to owners of domestic and non-domestic property interests when there are no notices of appeal filed within the appeal period, or after the dismissal of all appeal(s), if any. Also, the URA will only make ex-gratia payment or rehousing arrangement for the eligible domestic tenants after completion of acquisition of the properties concerned.
The project occupies a gross site area of about 2,635 square metres, covering 28 street numbers of buildings completed between 1957 and 1959. Subject to change, the URA's current proposal is to redevelop the site to provide about 18,300 square metres of residential floor area and 3,660 square metres of commercial/retail floor area. The project is tentatively scheduled for completion by 2025/2026.

- the Public Enquiry Service Centre of the Kowloon City District Office (LG/F, Kowloon City Government Offices, 42 Bailey Street, Hung Hom, Kowloon).
